If I eventually want to write a cross-platform app that runs on Win8/WinPhone/8Android/iOS/etc., what language(s) should I write said app in?

In this context language has 2 different meanings. One is localization, which in order to be suitable for all should be not limited to English only and for the development part, for every platform you will need to use the available SDK which is different for Windows, Android, iOS etc.
